NetSuite does allow you to run a saved search on deleted records but unfortunately not with any great level of detail. NetSuite doesn't system note deleted custom records.
A full Admin can run a deleted record search...it doesn't give any data but it shows the record id number and who deleted when.
Admin would need to navigate to Lists>Saved searches>New
Search type would be "Deleted Records" and the search would need to be filtered by the record type type you want to review. Example below.
NB: If you are looking for this on NetSuite transactions like journals or purchase order then an Admin can see more detail using Transactions>Management>View audit trail.
